Fasten off and weave in ends.
Insert the 8mm safety eyes between round 15 and 16 with 12sts apart.
Stuff the head with fiberfill.

Hold the head up, on the back side of the head join off-white (black) yarn into the first front loop of round 5, work in a spiral:
